HRC's pricing model is based on the number of finalized channel reservations. In the extreme case that someone makes a reservation, modifies it 5 times, and eventually cancels, you pay nothing.

A minimum invoice amount of €15.00 per month applies.

Carrying over credits with Channel Manager Extended?
With Channel Manager Extended, you pay a minimum of €15.00 per month. This equates to a volume of 25 reservations per month.
If in a given month you only receive 15 channel reservations, the cost remains €15.00 per month. Then, 10 reservations remain in your credit pool. They are automatically reconciled with other months until the annual credit pool calculation occurs.
The annual credit pool calculation takes place on July 1st. Any remaining credits are then reset to zero, after which the process starts anew. In practice, this often means you make optimal use of the credit pool.
